ࡱ> q` vbjbjqPqP ;::)mi   "5"5"58Z5V7|D}7">>>>>@4Ae|g|g|g|g|g|g|$~hV|h>>hh|>>|\uuuh8>>e|uhe|uu:z,S{>7 ؿb"5p2z 9|,|HD}{R8r8S{S{B8{B iO( uXT_BBB||sNBBBD}hhhh*2d2 Summary of the e-Forum on Civil Society and the Three Ones February 23 to May 27, 2005 The goals of the e-Forum, which involved four different rounds of discussion over a three month period, were to: 1) identify the extent to which civil society is already contributing to the "Three Ones" initiative, including examples of best practices; 2) address the major constraints to increased participation in the "Three Ones" agenda; and 3) develop a set of experience-based solutions for supporting greater involvement of civil society in all three aspects of the "Three Ones" . The main outcomes of the discussion were the recognition that civil societyincluding people living with HIV and AIDSare the foundation of many national responses because they are closest to the beneficiaries and understand their needs; however, they have historically had limited involvement in coordinating bodies. Participation in coordination and monitoring at the national level is important to reduce duplication of efforts that lead to ineffective use of resources. The challenge is to find a way to decentralize implementation, but have effective coordination and management processes so that central-level coordination does not impair but actually strengthens initiatives at local level. With that in mind, it is clear that the contribution of civil society as service providers should bereflected within the national AIDS action framework; civil society--including people living with HIV/AIDS--should somehow be represented within the national AIDS coordinating authority; and the data gathered through civil society programmes should feed into the national monitoring and evaluation framework. However, this is often not the case because either these national entities have limited capacity; or civil society is not yet organized collectively in order to be effectively represented in each entity. Effective civil society participation therefore requires strong and committed leadership on the part of both government and civil society. How can civil society begin fostering a more meaningful participation in the Three Ones?This is a question that will have to be explored further in other forums, but a first step would be to develop and widely disseminate a set of global guidelines and benchmarks for civil society participation, and furthermore localize the Three Ones by creating country-specific guidelines for civil society participation based on each country context. First, a necessary prerequisite for any specific suggestions is that civil society organize themselves at country level in a way that minimizes competition and maximizes communication and collaboration. Specific constraints to be addressed include: lack of communication leading to a duplication of efforts; personality clashes and a culture of competition leading to mutual distrust; the size of the organizations (large ones may want to dominate the agenda); different people representing the organization at different meetings, slowing down progress; resource constraints; leadership (or lack of effective leadership); skills, knowledge and information gaps (i.e., information that enables them to learn from others or to access funds, expertise, supplies and other resources.) A few factors were suggested that can contribute to more effective civil society mobilization include: an accommodating civil service (MoH officials and other line ministry staff) clear prioritisation of HIV/AIDS issues; documentation and inventorization of various NGO programmes being made available to all; constant feedback to the communities being served by the CSOs; strong leaders who have faith in civil society contributions to HIV/AIDS Summary of issues related to each of the three Ones: One agreed AIDS action framework: Each country needs to consider the appropriate way to ensure effective participation in developing, reviewing and updating their national AIDS frameworks and thus to ensure commitment and full involvement of stakeholders. The following suggestions were made: Reach out to vulnerable groups and people living with HIV and AIDS and help them organize their input to planning processes; National strategic plans should as much as possible be based on research and good practices; NAC must ensure quality and standardization of the framework so that messages at the implementation level are consistent. Governments need to appreciate other partners efforts, recognize that service delivery is a partnership, and lead the process through policy development while giving organizations the freedom to adapt the policy framework to local needs. Organizations should also develop their own strategic frameworks that are in line with national and global strategic frameworks. All national, regional and international players--including the expertise of civil society organizations--must be taken into consideration when identifying comparative advantages. Develop structures for participation beginning with local stakeholders participating in local interventions, then linking these local efforts with national committees through direct representation, forums and working groups of specific constituencies. One national AIDS Coordinating authority: Ideally, there is strong leadership and commitment at the very highest levels of government that delegates authority to a national AIDS authority (which may include a governing council and a secretariat), which then has the mandate to draw other stakeholders into collaborative action and to coordinate this action. The following suggestions were made for strengthening the effectiveness of that authority. The NAC is a body that brings the different stakeholders and interest groups together (not only Government institutions); Coordination is a management task and if properly done should keep the coordinating body busy enough not to overtake implementation tasks; NACs should emphasize coordination and not control; There must be a commitment to transparency, accountability (upward and downward) and high levels of expertise within NACs; Recognizing that HIV/AIDS is a poverty issue, the NAC could be a mechanism for mainstreaming HIV/AIDS activities throughout different sector offices in government and umbrella organisations of NGOs and other civil society; To function effectively a NAC must be politically objective and continuity must be ensured during political transition; We need to assess the institutional capacity required of a NAC--both human capital and financial resource; decentralization of activities to the constituency level can contribute to the 'Three Ones' by, for example, creating district strategic plans, and having district representatives in the national coordinating authority or CCM. Civil Society should demonstrate not only active participation in the Three Ones but also a clearer accountability role through more boldly holding the NAC, its Task Forces, other organisations and themselves to account against their respective commitments and mandates. Coordination could benefit from a central data bank where information relating to funding would be lodged. There is a need to make information about NGO programmes available to all. This could be coordinated through the national AIDS authority (NAC). The need to build capacity to coordinate and provide guidance without creating bottlenecks, and that finally the NAC must be a respected partner, trusted in its coordinating role, viewed by stakeholders as willing to engage in inclusive planning and policy development processes. One agreed monitoring and evaluation framework: monitoring and evaluation activities can work most effectively under the umbrella of a unified national plan for monitoring and evaluation with a single set of standardized indicators endorsed by all stakeholders in the country. A strong national M&E system should be in place to ensure the effective flow of information among all the stakeholders at the national, district and local levels. Some of your observations were: The Three Ones should recognize that indicators of performance can vary depending on level of operation/focus. Civil society organizations need to identify where their outputs at the community level fit within a single national M&E framework. NGOs are major sources of credible monitoring data informing national responses, as they are already busy evaluating their own projects and sending them to the donor. These lessons should be synthesized and captured for the reorientation of national policy. To undertake pilot projects that involve civil society in efforts to improve monitoring and evaluation at the sub-national (e.g. provincial or district) level, and increasing the thoroughness, accuracy and timeliness of data collection where the data pertains to coverage levels and gaps. Civil society and the Three Ones Country Level Examples Nigeria: In Nigeria a Civil Society Declaration of Commitment to the "Three Ones" was developed after a civil society consultation on the Three Ones in Abuja. This consultation is one good example of how civil society has organized themselves through a Civil Society Network on HIV/AIDS (CiSNHAN) to take the lead in operationalizing the "Three Ones" among CSOs. The consultation served to "articulate clearly defined roles for CSOs within the national response framework in line with the 'Three Ones', " which is an example of a strategy that can be used to increase civil society participation in the national response. Furthermore, the national network of people living with HIV/AIDS (NEPWHAN) has two seats on the Nigerian national AIDS committee (NACA), 2 seats on a national ARV committee, are expected to have 2 seats on all SACAs (state AIDS committees) in the country. This is a good example of how PLWAs are represented in national coordinating bodies, and how NACs are not meant to be limited to government offices. Finally, ActionAid International Nigeria in partnership with the Civil Society Network on HIV and AIDS in Nigeria (CiSNHAN) are executing a project in Nigeria that seeks to build the capacity of Civil Society to be engaged in the monitoring of funds committed by government and donors for the HIV & AIDS responses in Nigeria. Indonesia: In order to develop an effective national response to the HIV/AIDS epidemic, civil society in Indonesia need to be involved not only in the planning process, but also in the actual advancement of the HIV/AIDS agenda at all levels of policy, planning, and program implementation. In order to foster ownership, a semi-formal meeting on Three Ones facilitated by a national expert was held with representatives both new and old from civil society. The Three Ones principles have been translated into Indonesian and are currently being 'packaged' to suit the local context and facilitate Indonesian ownership of the 'Three Ones'. A 'Three Ones' expert group with civil society representatives has been established to promote good practice around the principles. Indonesia has a National HIV/AIDS Strategy and a National HIV/AIDS Coordinating Authority (NAC), but they are undergoing a decentralization process that will require strategies for working with provincial authorities in a manner that does not simply 'impose' the directives of the NAC. Kenya: Communities are very vocal on the need to improve coordination and develop a strategic framework for HIV/AIDS initiatives. Civil Society in Kenya are actively using the "Three Ones" principles for advocacy purposes. The organization SNV is discussing with stakeholders on how to move forward, and plans to develop a model for this. Many civil society networks exist in Kenya, collectively covering most of the country in the services they provide. These networks have begun to collaborate on common interests, despite initial problems of co-operation and trust towards each other.
