During the first round of discussion (February 28 to March 17), participants discussed the following question: How have civil society representatives contributed to application of the Three Ones principles so far? During that period several recurring ideas came up: (1) Civil societyincluding people living with HIV and AIDSare the foundation of many national responses, though they have historically had limited involvement in coordinating authorities; (2) Positive results often come from the grassroots organizations, and effective programmes begin with understanding needs at the local level. Nevertheless, coordination and monitoring at the national level can reduce the duplication of efforts that causes resources to go to waste; and (3) The challenge is to find a way to decentralize implementation, but have effective coordination and management processes so that central-level coordination does not impair but actually strengthens initiatives at local level. The second round of discussion (March 18 April 3) focused on the following set of questions: What have been the facilitating factors behind civil society involvement in HIV/AIDS and development responses? What barriers have you encountered? What opportunities have you identified that may facilitate greater involvement in policy development, planning and coordination? What are the key factors that may enable civil society to be fully engaged in poverty-reduction and development activities? How may civil society strengthen their role in reviewing the impact of the national responses? The moderator suggested that participants look more closely at the entity known as 'civil society', and discuss the facilitating factors and barriers to NGOs becoming more organized among themselves, to building consensus within groups or networks, and to communicating and collaborating with national AIDS authorities. Examples: ________________________________________________________ In response to the discussion questions above, several examples were shared. The conclusions and suggestions related to these experiences follow in the next section: Mauritius: There are many different organizations and institutions working on HIV/AIDS in Mauritius, including a National AIDS Committee chaired by the Prime Minister, and AIDS secretariat within the Ministry of Health and Quality of Life, and national NGOs. The suggestion is that every NGO in Mauritius be given full freedom to organize at least 1 event per year addressing HIV/AIDS. UNAIDS and donors should help by supervising and evaluating the programmes. Indonesia: Based on the principle that in order to develop an effective national response to the HIV/AIDS epidemic, Indonesians do not merely need to be involved in the planning process, but need to actually advance the HIV/AIDS agenda at all levels of policy, planning, and program implementation. In order to foster ownership, a semi-formal meeting on Three Ones facilitated by a national expert was held with all representatives both new and old from civil society. The principles have been translated into Indonesian and are currently being packaged to suit the local context and facilitate Indonesian ownership of the Three Ones. Indonesia has a National HIV/AIDS Strategy and a National HIV/AIDS Coordinating Authority (NAC), but they are undergoing a decentralization process that will require strategies for working with provincial authorities in a manner that does not simply impose the directives of the NAC. The national M&E framework is still at the early stages of development. Kenya: Communities are very vocal on the need to improve coordination and develop a strategic framework for HIV/AIDS initiatives. The organization SNV is discussing with stakeholders on how to move forward, and plans to develop a model for this. It is not clear whether or not trade unions are considered part of civil society in Kenya. Many civil society networks exist in Kenya, collectively covering most of the country in the services they provide. These networks have begun to collaborate on common interests, despite initial ill-feelings towards each other. Nigeria: ActionAid International Nigeria in partnership with the Civil Society Network on HIV and AIDS in Nigeria (CiSNHAN) are executing a project in Nigeria that seeks to build the capacity of Civil Society to be engaged in the monitoring of funds committed by government and donors for the HIV & AIDS responses in Nigeria. Challenges: ________________________________________________________ Some of the barriers to coherent action by NGOs, and to NGO contributions to the national response include: lack of communication, and sharing of information leading to a duplication of efforts personality clashes that lead to mutual distrust, undue and unhealthy competition the size of the organizations (large ones may want to dominate the agenda); different people representing the organization at different meetings, slowing down progress; resource constraints; leadership (or lack of effective leadership); skills, knowledge and information gaps between civil society and the stakeholder. (For example, health care providers who are giving information to the NGOs often have differing knowledge and procedures, or moral differences among leaders concerning issues such as condoms.) an atmosphere of competition that dominates institutional meetings among stakeholders national and international policies springing up here and there without being followed up by coherent and continued action. Facilitating factors ________________________________________________________ Some participants described the facilitating factors that led to success in their experience, an accommodating civil service - MoH officials and other line ministry staff; clear prioritization of HIV/AIDS issues; documentation and inventorization of various NGO programmes being made available to all; constant feedback to the communities being served by the CSOs; strong leaders who have faith in civil society contributions to HIV/AIDS Suggestions ________________________________________________________ making information about NGOs programmes available to all. The following suggestion was made by the team that conducted the Three Ones review mission in Zambia with regards to civil society participation: Civil Society should demonstrate not only active participation in the Three Ones but also a clearer accountability role through more boldly holding the NAC, its Task Forces, other organisations and themselves to account against their respective commitments and mandates.
