The goals of the e-Forum, which involves 4 different rounds of discussion over a three month period, are to: 1) identify the extent to which civil society is already contributing to the "Three Ones" initiative, including examples of best practices; 2) address the major constraints to increased participation in the "Three Ones" agenda; and 3) develop a set of experience-based solutions for supporting greater involvement of civil society in all three aspects of the "Three Ones" . As several participants have reminded us, everything that we are doing as individuals, in our organizations and through the e-forum is with the ultimate goal of making sure that the beneficiary groups will benefit from the most effective HIV/AIDS prevention, treatment and care efforts possible. The e-Forum was launched with the following set of questions seeking to collect and share the experiences of the group in order to provide context for discussing matters of implementation. How have civil society representatives contributed to application of the Three Ones principles so far? How have you advocated for and contributed in defining the role and mandate of One national AIDS coordinating authority (NAC)? How have you contributed to setting objectives and developing an AIDS action framework that provides the basis for coordinating the work of all partners? How have you contributed to reviewing achievements and impact against national goals? Were these efforts within the context of the Three Ones, or have you been applying these principles in your work prior to hearing about the Three Ones initiative? Summary (details to follow): ________________________________________________________ In analyzing civil societys contribution to the Three Ones, a number of issues were raised that pertain to civil society and to the Three Ones in general. Although it is difficult to generalize, and would be misleading to say that consensus was reached if only a small number of the total participants contributed, there are at least a few main ideas that seem to resonate among the group.: (1) Civil societyincluding people living with HIV and AIDSare the foundation of many national responses, though they have historically had limited involvement in coordinating authorities. (2) Positive results often come from the grassroots organizations, and effective programmes begin with understanding needs at the local level. Nevertheless, coordination and monitoring at the national level can reduce the duplication of efforts that causes resources to go to waste. (3) The challenge is to find a way to decentralize implementation, but have effective coordination and management processes so that central-level coordination does not impair but actually strengthens initiatives at local level. Mutually beneficial, public-private implementation partnerships must be developed. If many faith based organizations, CBO's and PLWHA organizations continue with their work "in spite of centralization, rather than because of it"to quote one contributionand feel that though they have little impact at the 'top level' they have considerable impact at the grassroots, community or 'bottom level', then indeed this highlights the need for meaningful participation in a system of centralized coordination at the management level. It is recognized that there has also been a lack of civil society participation in the Three Ones. However, if certain groups have not customarily been part of the consultation process in the past then it may be tempting to continue working in relative isolation and for cynicism to develop towards attempts to reach out and include them. What are the elements of genuine dialogue that will help to overcome this skepticism? For this purpose it was recommended that civil society develop a clearer strategy on how to engage with Governments, how to mobilise their strategic numbers, and make an impact on international decisions. Might the Three Ones provide an opportunity to do this? This document recounts the examples, challenges and recommendations that were contributed by members of the e-Forum from February 28 to March 17. It also lists the documents and statements that were shared, with links that will allow you to retrieve copies of each document. Examples: ________________________________________________________ Although we didnt get a large number of concrete examples, the following were shared and led to discussion of important issues such as governance, capacity, and cooperation which are summarized in the sections below: Nigeria: Pat Matemilola informed the e-Forum that in Nigeria, the national network of people living with HIV/AIDS (NEPWHAN) has two seats on the national AIDS committee (NACA), 2 seats on a national ARV committee, are expected to have 2 seats on all SACAs (state AIDS committees) in the country. This is a good example of how PLWAs are represented in national coordinating bodies, and how NACs are not meant to be limited to government offices. Nigeria: Omololu Falobi of Journalists Against AIDS, Nigeria shared the Civil Society Declaration of Commitment to the Three Ones and the communiqu of a civil society consultation on the Three Ones in Nigeria, which was held in Abuja. This showed one good example of how civil society has organized themselves through a Civil Society Network on HIV/AIDS (CiSNHAN) to take the lead in operationalizing the Three Ones among CSOs. The consultation served to articulate clearly defined roles for CSOs within the national response framework in line with the Three Ones, which is also an example of a strategy that can be used to increase civil society participation in the national response. Ethiopia: Eaman Mohamed shared the experience of the Ethiopian government which apparently had all of the Three Ones in placea national strategic plan that was issued in early 2001, a coordinating body to ensure a multi-sectoral approach as well as a national HIV/AIDS M&E framework. They developed a system to channel HIV/AIDS funds to local organizations via a system of proposal review. However, capacity of the coordinating body to review proposals was limited, and so was the capacity to prepare proposals, therefore much of the funding has gone unused. This is an example of the importance of combining Three Ones application with ongoing capacity building. NGO Code of Good Practice for NGOs Responding to HIV/AIDS, shared by Dr. Daraus Bukenya is an example of how NGOs have become better organized to the extent that several organizations collaborated to develop this set of common guidelines. Civil society statement at the March 9th high level meeting : Making the Money Work, contributed by Luisa from the International Community of Women Living with HIV and AIDS (ICW) on behalf of the civil society organisations participating in the March 9 meeting is both an example of civil society participation in the Three Ones, and it raises many important issues that need to be addressed for the future of meaningful and effective civil society engagement. Challenges: ________________________________________________________ For all of the Three Ones, several questions and concerns were expressed: Governance: Development agencies look to NGOs for service delivery because they are wary of governments with a poor track record of accountability, but are NGOs any more capable of delivering proper services, and who ensures their good governance? And what happens in case of political instability if an incoming government wants to change or amend policies? Should the NAC remain independent of politics (i.e., supporting programs to accommodate a political nominee or to provide spaces for political partisans propaganda and activities)? Any governing body must be held accountable both upwards and downwards. Capacity: Both government authorities and CSOs need to increase their capacity to carry out their roles and responsibilities. Government agencies are often too overworked to be effective, and inefficiencies are created due to bureaucracy. Similarly, CSOs need to specialize in their areas of expertise, divide implementation so as to minimize duplication of efforts. There is a responsibility to ensure transparency and expertise within National AIDS programmes, and the UNAIDS Country Teams that support them in various ways. Cooperation: NGOs often feel they are making an impact in spite of increased coordination and oversight from a national authority, rather than because of it. Similarly, it was questioned whether or not CSOs are ahead of the government in service delivery, giving them good examples upon which to base their policies, rather than the other way around. NGOs and government often see themselves as competitors, rather than collaborators. Competition and duplication of efforts undermine effective use of limited resources. Can implementation practices set by a national [centralized] framework effectively meet the unique needs of the local beneficiaries, and will ideological differences get in the way? Recommendations: ________________________________________________________ One agreed AIDS action framework: Each country needs to consider the appropriate way to ensure effective participation in developing, reviewing and updating their national AIDS frameworks and thus to ensure commitment and full involvement of stakeholders. The following suggestions were made: Reach out to vulnerable groups and people living with HIV and AIDS and help them organize their input to planning processes; National strategic plans should as much as possible be based on research and good practices; NAC must ensure quality and standardization of the framework so that messages at the implementation level are consistent. Governments need to appreciate other partners efforts, recognize that service delivery is a partnership, and lead the process through policy development while giving organizations the freedom to adapt that policy framework to local needs. All national, regional and international players--including the expertise of civil society organizations--must be taken into consideration when identifying comparative advantages. The UNAIDS assessment of the Three Ones also suggested structures for participation beginning with local stakeholders participating in local interventions, then linking these local efforts with national committees through direct representation, forums and working groups of specific constituencies. One national AIDS Coordinating authority: Ideally, there is strong leadership and commitment at the very highest levels of government that delegates authority to a national AIDS authority (which may include a governing council and a secretariat), which then has the mandate to draw other stakeholders into collaborative action and to coordinate this action. The following suggestions were made for strengthening the effectiveness of that authority. The NAC is a body that brings the different stakeholders and interest groups together (not only Government institutions); Coordination is a management task and if properly done should keep the coordinating body busy enough not to overtake implementation tasks; NACs should emphasize coordination and not control; There must be a commitment to transparency, accountability (upward and downward) and high levels of expertise within NACs; Recognizing that HIV/AIDS is a poverty issue, the NAC could be a mechanism for mainstreaming HIV/AIDS activities throughout different sector offices in government and umbrella organisations of NGOs and other civil society; To function effectively a NAC must be politically objective and continuity must be ensured during political transition; We need to assess the institutional capacity required of a NAC--both human capital and financial resource; The UNAIDS assessment also emphasizes the multisectoral nature of the NAC, the need to build capacity to coordinate and provide guidance without creating bottlenecks, and that finally the NAC must be a respected partner, trusted in its coordinating role, viewed by stakeholders as willing to engage in inclusive planning and policy development processes. One agreed monitoring and evaluation framework: monitoring and evaluation activities can work most effectively under the umbrella of a unified national strategic plan for monitoring and evaluation with a single set of standardized indicators endorsed by all stakeholders in the country. A strong national information system should be in place to ensure the effective flow of information among all the stakeholders at the national, district and local levels. Some of your observations were: The Three Ones should recognize that indicators of performance can vary depending on level of operation/focus. Civil society organizations need to identify where their outputs at the community level fit within a single national M&E framework. NGOs are major sources of credible monitoring data informing national responses, as they are already busy evaluating their own projects and sending them to the donor. These lessons should be synthesized and captured for the reorientation of national policy. The UNAIDS assessment also recommends undertaking pilot projects that involve civil society in efforts to improve monitoring and evaluation at the sub-national (e.g. provincial or district) level, and increasing the thoroughness, accuracy and timeliness of data collection where the data pertains to coverage levels and gaps. A few specific requests were made to UNAIDS: That UNAIDS help NGOs to come together and organize themselves; The principle of 'Three Ones' puts a lot of responsibility on the UNAIDS country teams (wherever they are present) towards transparency and high levels of expertise. It is advisable for the UN system to put up provisions for the national coordinating bodies to uphold the GIPA principle. We do not have any government representatives yet in this e-Forum, as several participants expressed would be an important factor in achieving a full dialogue between national authorities and civil society. This is a suggestion that could be followed-up on in the future.
